I contributed to the drafting of this policy paper in 2021 that explores eight models of institutionalized citizens’ assemblies worldwide. Specifically, I provided insights and information for the chapter dedicated to the deliberative committees in Brussels.


This guide, designed for public officials and policymakers, outlines how representative public deliberation can be institutionalized to improve collective decision-making and strengthen democracy.


Deliberative bodies, like citizens’ assemblies, create democratic spaces where diverse groups of people can learn together, tackle complex issues, listen to each other, and find common ground on solutions.


As public authorities increasingly adopt structural approaches to deliberation—going beyond one-off initiatives dependent on political will—this guide provides practical examples of how deliberation can become an integral part of public decision-making processes.
