Guidebook Democracy R&D : Institutionalization

I have written a chapter on the deliberative committees in Brussels for this Democracy R&D guidebook dedicated to the institutionalization of deliberative processes.
This guide explores how civic lotteries, deliberation, and “rough consensus”—key elements of democratic innovation—can be incorporated into political systems as ongoing practices rather than isolated, one-off events. Often referred to as “institutionalization,” this approach enables permanent, structural improvements in democracy, including:
Addressing more complex and challenging issues
Doing so with greater ease, effectiveness, and efficiency
Providing citizens with an essential and impactful role beyond voting
Building greater public trust in government and the democratic process
