The citizens' assembly on disinformation in Kosovo was part of an effort to engage citizens in addressing the growing challenges posed by misinformation and disinformation, especially in the context of social media and digital platforms and a deeply divided society. This assembly was part of Kosovo's broader efforts to promote democratic values, increase media literacy, and foster critical thinking among the public.

The assembly focused on disinformation and its impact on public discourse, political processes, and social trust. It aimed to develop recommendations on how to tackle the spread of false information, both from external and internal sources, in ways that could strengthen democracy and public trust in the media and political institutions.


Key objectives of the Kosovo citizens' assembly on disinformation

  1. Raising Awareness: Educating citizens about the dangers of disinformation and its negative impact on society, democracy, and political stability.

  2. Identifying Solutions: Discussing potential measures that can be taken at the institutional and societal levels to combat disinformation, such as media literacy campaigns, regulation of social media platforms, and enhancing journalistic integrity.

  3. Engagement with Experts: Citizens worked alongside experts, including journalists, policymakers, and media professionals, to understand the mechanisms of disinformation and develop feasible strategies to counter it.

  4. Recommendations for Policy: The assembly produced recommendations that were aimed at both the government and other stakeholders, such as media outlets and civil society organizations, to address disinformation and improve public understanding of news and information.


The assembly was an example of how deliberative processes can be used to tackle complex societal issues in like disinformation by involving ordinary citizens in the creation of solutions in deeply divided societies.


This initiative also aligned with Kosovo's broader efforts to improve democratic processes and engage citizens in policy development, particularly in the face of growing digital challenges.
