Design


I served as a methodological advisor for the organization of the Canal Citoyen citizen panel, an initiative aimed at bringing citizens closer to decision-making processes in the so-called "poor crescent" of Brussels. This project was carried out in a tense context following the Brussels attacks and aimed to strengthen citizen participation in a region facing major social and economic challenges.

What is Canal Citoyen?

Canal Citoyen is a citizen panel established in Brussels, Belgium, as a deliberative initiative. Its main goal was to involve residents in local decision-making processes. This initiative is part of a broader trend to integrate deliberative democracy into governance in the Brussels-Capital Region.


Key Features of Canal Citoyen

1. Origin and Purpose

Initiated by Brussels authorities, the aim was to engage citizens directly in addressing local urban challenges.

It sought to foster dialogue between policymakers and the public.

  • The focus was on specific issues such as:

    • Urban planning

    • Public spaces

    • Mobility along the Brussels Canal Zone, a dynamic area facing strong urban development pressures.


2. Composition

The panel's participants were selected through random stratified sampling to ensure demographic diversity.

  • The selection process accounted for key demographic criteria, such as:

    • Age

    • Gender

    • Socioeconomic background

This approach aimed to represent the population of the Brussels-Capital Region.


3. Deliberative Process

  • Citizens met in facilitated sessions to discuss issues, hear from experts, and deliberate on possible solutions.

  • Recommendations were formulated based on these discussions and presented to local authorities for consideration.


4. Impact

  • The Canal Citoyen initiative created a platform for local residents to contribute to decisions that directly affect their neighborhoods.

  • It encouraged a more inclusive approach to public policymaking, enabling the community to voice their concerns and aspirations.


5. Legacy

  • As part of the broader movement toward institutionalizing deliberative democracy in Brussels (e.g., Deliberative Committees in the Brussels Parliament), it highlighted the value of citizen involvement in policymaking.

  • Its approach influenced similar initiatives across Belgium and served as a model for other participatory processes.


Broader context

Canal Citoyen demonstrated the potential of citizen assemblies, but at the same time the need to plug it into the political system in order to have an impact. Moreover, the quality of the recommendations were lacking the process only taking one day.
